Cannot compile Generals with debug cheats enabled

Enabling CMake RTS_DEBUG_CHEATS (macro _ALLOW_DEBUG_CHEATS_IN_RELEASE) introduces compilation errors for Generals.

Here's an incomplete list of code that's inaccessible:

GlobalData::m_specialPowerUsesDelay
Player::toggleInstantBuild()
Player::buildsInstantly()

I suspect this came in with the ThingTemplate merge: #3324.

Do you want the author to fix it? Or you fix it yourself? Probably requires merging more things related to the cheats.

@Caball009 @xezon, i traced the compile failure to GlobalData::m_specialPowerUsesDelay. Generals declared and initialized it only under RTS_DEBUG, while the shared cheat code accesses it with _ALLOW_DEBUG_CHEATS_IN_RELEASE enabled. The reported Player::toggleInstantBuild() and buildsInstantly() methods already have the release-cheat guard in current main.

I pushed a fix that adds the matching guard to the field and initialization, and enables the Generals special-power delay checks under that guard.
