`Microsoft.Extensions.DependencyInjection.Abstractions`, `Microsoft.Extensions.Http`,
and `System.Security.Cryptography.ProtectedData` move from `10.0.10` to the current
`10.0.12` servicing patch on `net10.0` (the `net8.0` floor is unchanged and already at
its latest 8.0.x servicing). These carry per-TFM floors and are now fully ignored by
Dependabot (STANDARD.md 4.10), so their floors are maintained by hand; this is that
bump. Consumer-visible on `net10.0` only, and within the major consumers already run.

- **The local keystore KEK no longer folds in machine, user, or OS identity;
format bumped to version 3.** The KEK now derives (PBKDF2) from a random
per-keystore salt stored in the `.keystore` header plus a fixed domain tag.
