`wp plugin install --ignore-requirements` doesn't ignore WordPress version requirements.

Describe the current, buggy behavior

When running wp plugin install <plugin> --ignore-requirements the minimum WP version is not ignored, and the plugin fails to install.

Describe how other contributors can replicate this bug

Using woocommerce as an example. (As of writing the minimum WP version is v7.0)"

1. Install an "unsupported" version of wordpress
   • with wp-env: WP_ENV_CORE="https://wordpress.org/wordpress-6.9.zip" npm run wp-env start -- --update
   • normal wpcli install: wp core update --version=6.9
2. Run the command
   wp plugin install woocommerce --ignore-requirements

Output:

Describe what you would expect as the correct outcome

Per the docs, plugin should be installed, even though the minimum WordPress version is not met.
