Release 0.1.10: launcher shortcuts and clearer file dates

The launcher did not expose its existing app context menu, desktop labels could clip their second line, and the Files Modified column omitted the year. This release exposes the shared menu by mouse and keyboard, adds its host-scoped Add to desktop action, closes the launcher after opening or focusing an app, keeps two-line labels readable, and displays locale-aware modification dates with a year.

The production behavior is covered at the launcher action and desktop store boundaries, including action ordering, duplicate/full/blocked states, host isolation, persistence and storage failure. RouterOS parser and navigation coverage is expanded without changing its runtime capabilities.

Validation:

• Hosted Release readiness run 35617273312 passed on Windows and Linux.
• Focused frontend suites: 35 tests passed across four files.
• RouterOS targeted Rust suite: 7 tests passed.
• TypeScript build and affected Rust Clippy passed.
• Windows debug application build passed.
• Release/version alignment, app and adapter SDK standalone consumers, npm dry pack and both locked Cargo package checks passed locally.

The launcher action and two-line label fixes were manually verified in the debug app. The file-date change has a fresh debug build but has not received a separate manual UI confirmation.
