[Chore]: Clarify unresolved technical-debt entries D-09, D-17, and D-23

Problem

Three unresolved technical-debt entries have lost key identifiers in the current rendered source and cannot be implemented safely as written.

Expected Behavior

The original intent of D-09, D-17, and D-23 is recovered or each entry is explicitly retired with evidence.

Scope

• Deliver the outcome described above in the owning repository.
• Preserve existing behavior outside this focused scope.
• Record implementation and acceptance evidence in this Issue.

Acceptance Criteria

• Use history and current code to recover the affected symbols and intended outcome.
• Split independent actionable work into focused follow-up Issues.
• Do not modify the feature overview without separate authorization.
