Bump every package to 0.3.0 (pnpm bump --release minor).

Minor rather than patch because v0.2.0..main contains a breaking change:

• feat(vscode)!: support @rstest/core 0.12 public API (feat(vscode)!: support @rstest/core 0.12 public API #61) — the supported floor moves to @rstest/core >=0.12.0 / rstack >=0.7.6; older versions are reported as a version mismatch in the status bar
• fix(vscode): route merged single-file test runs to the deepest project (fix(vscode): route merged single-file test runs to the deepest project #60)

After merge: run the Release workflow from main (see CONTRIBUTING.md → Releasing).
