This PR adds the Svehicle organization and reserves PID 0x3700 for the E2-mini flight controller.
The board is based on STM32H743II, supports BMI088/ICM42688-P IMU, BMM150 magnetometer, BMP388 barometer, Ethernet, CAN, SD card/FRAM, 11 PWM outputs, DShot, RC input and safety button.
It is currently being upstreamed to PX4: PX4/PX4-Autopilot#28106
