Modelica Language Specification 3.7 has been released, and there are good reasons to unlock the new features for use in the MSL. As always, declaring that version 3.7 is used is not the same thing as immediately allowing every new feature to be used in MSL code, but it is a prerequisite for allowing any specific new feature.
The label requires Modelica 3.7 has been set on this PR in order to make it easy to find dependent issues.

Currently not covered by this PR:
moparserversion, because I don't know whether it supports 3.7.
