add --host argument to carbonboard

Description

I add an --host argument to the viz() function in codecarbon/viz/carbonboard.py and forward this argument to the app.run() command.

Motivation and Context

Currently, the carbonboard command does not allow users to specify the host on which the dashboard should run. This limits flexibility, especially in environments where binding to 0.0.0.0 or a custom host is required (e.g., Docker containers, remote servers, or network-accessible deployments).

How Has This Been Tested?

I tried the new feature with the following commands:

$ ~/codecarbon $ uv run --extra carbonboard task carbonboard --filepath="examples/emissions.csv" --host 0.0.0.0
Dash is running on http://0.0.0.0:8050/

 * Serving Flask app 'carbonboard'
 * Debug mode: off
WARNING: This is a development server. Do not use it in a production deployment. Use a production WSGI server instead.
 * Running on all addresses (0.0.0.0)
 * Running on http://127.0.0.1:8050
 * Running on http://172.24.250.62:8050
Press CTRL+C to quit

And I test the previous behavior (ie whitout --host argument), to ensure I did not break anything:

$ ~/codecarbon $ uv run --extra carbonboard task carbonboard --filepath="examples/emissions.csv"
Dash is running on http://127.0.0.1:8050/

 * Debug mode: off
