The tools package was recently removed from Google's Android SDK repository, causing sdkmanager to fail with exit code 1 in the api-level-lint pipeline. This PR removes the deprecated tools package from the setup-android step, keeping only platform-tools (Gradle handles platforms / build-tools automatically).
