Add browse database storage warnings

Summary

Adds localized native strings for browse-database storage hardening (in a paired VS native-language-server change).

The new messages cover:

• Successful relocation from a filesystem that cannot support SQLite WAL shared memory.
• Disabling relocation when compatible fallback storage cannot accommodate the existing database.
• Disabling the browse database when its directory cannot be protected from temporary-file cleanup.
• Detecting that an active database was removed externally and explaining how to release the deleted-but-open file.

This accompanies the investigation of #14795.
