Resource submission
Adds Codex reset history, a browser-based reference from Codex Reset Radar for developers planning AI-assisted coding sessions around usage limits and reset windows.
The new resource entry uses the existing YAML front-matter format: title, date, link, and article type. Only src/site/resources/codex-reset-history.md is changed; no dependencies or application code are modified.
