Adds a self-contained developer guide for the Hypercerts Relay and Jetstream.

The page covers production URLs, connecting to the Relay firehose and Jetstream stream, archive backfill, default selected lexicons, PDS crawl requests, and default PDS limits. It is linked from the Tools navigation and Certified Services.
