Every hotdata-framework release before 0.14.1 caps hotdata below 0.10, so the framework floor has to move with the SDK floor or the declared minimums cannot be installed together.

hotdatafloor to 0.10.0. Thehotdata-frameworkfloor moves to 0.14.1 with it, because earlier framework releases caphotdatabelow 0.10. Supersedes #104 and #105.
