TML on-premise result for test 2.2.3.1A (Pass, score 4), in a separate file next to the CaaS result, which is unchanged.

Add the on-premise assessment of test 2.2.3.1A (publication of a new data
product in the EMDS catalogue), executed by TML Mobilidade on two production
connectors. Result: Pass, Functional Suitability 4.

The result is a separate file next to result_protoemds_final_stack.md, which
keeps the CaaS assessment unchanged. It includes the Management API requests
and responses and the dashboard screenshots of the same flow.
