Use the interface package version as the pre-release component version. Set current version to 0.2.0-dev as the imported interfaces consume wasi@0.3. Combine debug modules into the same ghcr repository as the regular component, distinguished with a semver build label. Signed-off-by: Scott Andrews <scott@andrews.me>
