A BREAKING CHANGE footer directly after a conventional subject was ignored, so qb released 13.3.0 instead of 14.0.0. Parse footers after the subject or any number of body paragraphs and recognize ! headers. Adds release-classification regression coverage and a CI test job. Local TestBox: 3 passed, 0 failed/errors.
