fix(console): move overview resources above traffic rankings

Summary

• Move the Overview resources card up beside the account pool, ahead of provider, model, and error rankings.
• Live RSS and CPU stay with pool health; historical traffic rankings remain in the row below.

Test plan

• Open Overview on a wide viewport and confirm Resources sits to the right of the account pool, under the traffic chart.
• Confirm provider, model, and error/account rankings still render in the row below.
• Narrow the viewport and confirm the cards stack without a duplicate Resources card.
