Description: On runtime, the bot script requires constant input for the GitHub username and Email even when previously configured.

- Refactor the script to check if there is an existing git configuration.
- If their configs exist, it should move forward with its process with
gh auth login
- else, request GitHub username and password for config prior to
gh auth login
