[CI][JNI Linux RC Python and ArrowS3 build failures on main

The JNI release-candidate workflow on main is failing after recent Arrow build-tool changes.

Observed in Apache Arrow Java main at commit 53a9ccd8f272bd576ec0524b704c1a1fdab20948:

• Linux ARM64 and x86_64 fail while installing Archery:

  pip install -e '/arrow/dev/archery[all]'
  Python < 3.11 is not supported

• Windows x86_64 fails while linking the dataset JNI library:
  unresolved external symbol arrow::fs::EnsureS3Finalized()
