Upgrades typedoc-plugin-markdown and removes a bug workaround that was fixed in the new version.
Reason for Changes
When making the switch to generate reference docs from a JSON version of the API (PR: #10418), I realized there was a bug (typedoc2md/typedoc-plugin-markdown#900) in typedoc-plugin-markdown that caused internationalization strings to not resolve properly. This bug has now been fixed and released, so this PR upgrades the plugin to the new version and removes the workaround.
