Description

Added a test for the level 0 to level 0.5 step.
Made the following noteworthy changes to ccsds_reader_pipeline.py and swp_spc_l02l1.py.
- Set the scripts to find data files in src/pyfaradaycup/data/.
- Removed debugger calls in favor of exceptions.
- Made fixes to allow the packages to run on more recent versions of Python and dependencies.

Motivation

Refactoring code safely requires having tests in place to make sure that any changes to the code are not secretly breaking anything.
