Use CPU Gloo for node-local request-ready broadcasts and one global reduction of prefill/decode presence flags. Keep CUDA tensors and NCCL for model computation and GPU data movement.

The scheduler only needs presence, not per-rank counts. Removing the CUDA-to-host control dependency lets this coordination overlap outstanding decode work while preserving normal and aggressive scheduling decisions.

Tests: scheduling equivalence, empty ranks and real two-process Gloo collectives (5 passed). Full GPU-service validation remains pending.
