Cache workers enqueue completed requests, and the receive loop alone sends router notifications.
This prevents concurrent worker completions from sharing a ZeroMQ socket across threads, including the cache-match timeout path. Cache matching and request payloads are unchanged.
Tests: concurrent completion and timeout regressions (2 passed).
