Make PD request registration, abort delivery, and connection cleanup follow explicit request and connection ownership. Stale disconnects no longer remove a replacement node, control frames survive caller cancellation, and KV task groups are registered before their following aborts.
These races can leave requests running after cancellation or waiting on disconnected nodes. The master now owns stage timeouts, terminal errors are preserved, and missing P/D nodes return HTTP 503.
Tests: lifecycle, reconnect identity, cancellation, terminal-error and existing PD regressions (65 passed).
