Add a configurable new-task keyboard shortcut

Summary

Add a newTask IPC action so users can bind a Hyprland shortcut to the new-task composer.

Changes

• Expose newTask on the taskwarrior-time IPC target.
• Open the Tasks view and focus the title field after the panel opens.
• Reuse the existing composer focus path and unsaved-edit guard. Do not create an empty task.
• Add behavior tests for IPC routing, deferred focus, and composer behavior.
• Document an Omarchy Lua binding in the English and Russian READMEs.
• Add the behavior tests to scripts/check and set up Node.js 22 in CI.

The plugin does not install a keybinding by default. Users add one in ~/.config/hypr/bindings.lua.
