Removed quorum for cloud spending presentation votes

We do not track quorum for cloud expenditures.

Removed the fifty percent quorum requirement for spending presentations that pull from "the cloud." We do not currently track quorum for this, and no other spending presentation requires a quorum.

Just for reference, spending presentations from a directorship budget do not require a quorum

While I'm here, I should probably add something. All this currently does is make this more in line with how things currently go, but considering that a lot can be done with an expenditure like this, I think it would make a lot of sense if we instead modify this so that cloud expenditures above a certain amount require a quorum.

@DeadPixelPro Are you still interested in working on this PR? I know this week has been busy what with career fair and all, but if you're no longer interested, I can look into either reassigning the issue or closing it

Yes.... kinda. The current plan is to make cloud spending beyond an amount (maybe $300 to keep things consistent?) require a vote similar to a constitutional amendment vote. I pretty much just have to type that up and rename, but just haven't yet. Though, closing the PR and making a new one would also be valid.
